Just curious...am I getting a 2nd round pick for him a la the NHL Rags?
I would be fine either way (we usually try to match the NHL, but I don't think the NHL should have given one either).

The NHL rule was that if you can't sign a player that you get a compensation pick. Hence, that is why they received the pick.
If in the TFNHL you dont' sign a player and you get a compensation pick, then yes the team should get a draft pick. But there is no compensation because a player dies, only because they could not sign. I believe we should have the same rules - if you're going to say a team gets a draft pick for Chereponov because he doesn't sign, then any player a team chooses not to sign would get a compensation draft pick. I'm not sure the league necessarily wants to go that route.

I think Rich wanted to sign him for sure but he was playing in Russia.
But: I forget that Oilers did not draft him ...it was me ... I trade Cherepanov too Oilers so I don't know if he has the rights to get this compensatory pick?

It doesn't matter if it's traded or not. That being said, if you're going to give a compensatory pick for Chereponov, then you need to explain what the compensation structure is for first round picks you choose not to sign. Because, while it may seem macabre, the end result is that the team is choosing not to sign said player.

The NHL rule is that if any team cannot or decides they do not want to sign an entry draft selection in the 1st round they get a compensation pick.
For example, the Edmonton Oilers (NHL) have to decide on if they want to sign Alexandre Plante before June 1st 2009 or he is eligible to re-enter this years draft. If the Edmonton Oilers do not sign him to an entry level contract the Oilers get a 2nd round pick (45th) as compensation.
Another example is that because Cheraponov died, the Rangers could not sign him so they were awarded a compensation pick because of that.
For the TFNHL, we are suppose to be like the NHL so I would think that which ever team had Cheraponov prior to his death would get the exact pick the NY Rangers did in the NHL.

I don't think it would be the exact pick the Rangers got in the NHL - that pick is dependant on a number of factors including where Chereponov was picked in the NHL. It's the rules structure - not pick position - that would determine that fate.
And I think the league should undergo a vote on such a rule change, since it's not a Chereponov-only thing but something that impacts the league as a whole.
